CABARROGUIS, Quirino, May 27 (PIA)—The Department of Agriculture and this province are set to enter into a memorandum of agreement (MOA) for the implementation of Quirino Livelihood for Everyone (Q-LIFE), funded under the Casecnan Social Measures Fund (CSMF).
Q-LIFE is the livelihood component of the “I Love Quirino” program, the flagship program of the provincial government with components such as livestock production, processing and packaging, marketing & distribution and provision of income generating projects (IGPs).
The expanded Q-LIFE aims to provide additional income to the beneficiaries through IGPs, ensure Q-LIFE’s profitability and sustainability and conduct social preparation among recipients to further assure the success of the program.
Under the MOA, the DA shall provide funds for the livelihood projects of the province in the amount of P4 million for ambulant vendors, sari-sari stores, agri-supply and consumers cooperatives.
It shall also monitor the implementation of the project and provide support and other forms of assistance for effective and efficient implementation of the project.
On the other hand, Quirino province shall act as proponent/recipient of the livelihood project and it shall also provide an equity for the operation and maintenance of the project.
After the signing of MOA and upon submission of written request of the provincial government, the 50 percent or P2 million shall be released.
The second tranche and other releases will be on liquidation scheme and will be done upon submission of accomplishment and financial report of the first release.
Ten percent of the total project fund will be retained by the DA and will be paid only upon submission of liquidation and accomplishment report equivalent to the total project fund. (ALM/TCB/PIA 2-Quirino)
